Over 100 million euros invested to reconnect the city with the sea and create a new vibrant waterfront
If you’ve lived in Torrevieja for some years, you know how much the relationship between the city and its harbour has changed over time. Now, a major transformation is bringing the sea back into the heart of the city.

The City Council and private developer are in the final phase of one of the most ambitious urban projects in Torrevieja’s modern history. With a total investment exceeding **100 million euros**, the complete redevelopment of the harbourfront and the new Paseo del Mar leisure centre is nearing completion.

Recovering the city’s maritime soul
Mayor Eduardo Dolón and businessman Enrique Riquelme recently visited the site and expressed satisfaction with the progress. The project aims to recover Torrevieja’s maritime identity while creating modern, attractive spaces for both residents and visitors.
One of the most symbolic parts is the restoration of the historic Muelle Mínguez pier. Engineers are carefully preserving its original character while adding a striking illuminated fountain with more than 70 water features and a new museum-like space that will tell the story of the city’s port and salt-making heritage.
Beautiful new public spaces
The transformation includes a large 4,600 m² plaza near the old customs building, designed with materials that reflect Torrevieja’s salt tradition. There will also be a 170-metre pedestrian promenade along the fishing pier with resting areas and children’s play zones.
More than 2,200 m² of new gardens are being created, with over 200 new trees and 3,000 shrubs planted. The project will significantly increase the amount of green space in the harbour area.

A centre for life and enjoyment
The Paseo del Mar centre will feature around 27 restaurants and bars, offering a wide variety of cuisines with beautiful sea views. The area will also include entertainment facilities, retail spaces and a large multi-purpose fairground of nearly 19,000 m² for events, markets and festivals throughout the year.
A new chapter for the city
This project is not just about new buildings. It’s about changing how Torrevieja relates to the sea – by removing much of the traffic, creating wide pedestrian areas, and making the harbour a place for people to enjoy. Both the mayor and the developer have emphasised that safety and quality will come first.
The centre is expected to open in the coming weeks, with the full surrounding urbanisation completed during the summer. When finished, it will stand as one of the most important transformations in Torrevieja’s modern history – a place that honours the city’s maritime past while confidently building its future.
