Torrevieja Awards New Security and Access Control Contract

Local government selects VIGIPROT S.L.U. for enhanced surveillance of municipal buildings with extra services and technology at no additional cost

Torrevieja, 21 November 2025 – The Junta de Gobierno Local (Local Government Board) has formally awarded the contract for security, surveillance and access control services across all municipal facilities to the company VIGIPROT S.L.U. for an annual amount of €118,433 (VAT included).

The initial contract runs for two years with the possibility of two one-year extensions, potentially taking the total investment to €473,732 over four years. What makes this award particularly noteworthy is the extensive list of free improvements offered by VIGIPROT that go well beyond the basic technical requirements.

Key Details of the Contract

  • Annual cost: €118,433 (VAT included)
  • Initial duration: 2 years + possible 2 × 1-year extensions
  • Maximum total value (4 years): €473,732
  • Winner: VIGIPROT S.L.U.

Free Improvements Included

  • 400 extra hours per year (200 auxiliary + 200 security guards) for emergencies, weekends and night coverage
  • Specialist training for three guards in first aid, semi-automatic defibrillator (DESA) use and elevator rescue
  • Installation of two licence-plate recognition cameras (€3,000 value) that will become municipal property
  • Real-time digital monitoring platform accessible by Torrevieja Local Police
  • Guaranteed response to emergencies in under 8 hours

The new service will cover a wide range of municipal facilities including the Town Hall, sports centres, cultural buildings, markets, parking areas and other public spaces owned by the council. With Torrevieja’s resident population now exceeding 100,000 and visitor numbers reaching several hundred thousand during peak summer months, maintaining proper control and security of public buildings has become a priority.

More than just guards – a modern security approach

The inclusion of licence-plate recognition systems and real-time digital reporting marks a significant step toward smart-city infrastructure. The two new cameras will automate barrier operation at municipal car parks and depots, reducing waiting times and improving traffic flow while simultaneously increasing security.

The real-time platform provided to the Local Police represents another major advance: officers will be able to see exactly where each guard is located, access digital incident reports instantly and monitor key performance indicators. This level of transparency and control is rare in municipal security contracts of this size.

Value for money in times of tight budgets

Spanish municipalities have faced increasing financial pressure in recent years, making additional free services particularly attractive. The 400 extra hours per year alone represent a significant hidden value, as they cover exactly the periods (weekends, holidays and nights) when incidents are statistically more likely to occur.

The specialist training in defibrillator use and elevator rescue is especially relevant given that many municipal buildings – including the Town Hall itself – are used by elderly residents and host large public events.

Looking ahead

If the two optional extensions are activated, the contract will run until late 2029, providing long-term stability for both the council and the workforce. Given the comprehensive package offered by VIGIPROT at no extra cost, the Local Government Board’s decision appears to deliver excellent value for Torrevieja taxpayers while noticeably upgrading security standards across the municipality.

With these improvements now locked in, residents and visitors can expect safer, better-managed public facilities for years to come.
